Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

• Pillar 1: Stronger national level enabling environment for sub-national service delivery.
• Pillar 2: Better sub-national governance for service delivery.
• Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The consultant will support SKALA and the Provincial Government of North Kalimantan to integrate the E Dataku (the province’s one-data platform) with other national and local government applications such as Pelita SDPDN, Portal SDI, SEPAKAT, SID, SIPD and other relevant platforms.

This work will be carried out under the direction of SKALA and the Provincial Government. The consultant will also be responsible for developing spatial statistical data and embedding data analysis features within the E-Dataku platform.

About You

Specific Responsibilities

• Developing the North Kalimantan “E-Dataku” One Data Portal with Modern Technologies ( Front-end- Uses Interface, back-end-Server-API, Dabased)
• Integrating with other national and local government applications such as Pelita SDPDN, Portal SDI, SEPAKAT, SID, SIPD and other relevant systems.
• Developing spatial statistical data and data analysis features within the E-Dataku platform.
• Designing and implementing performant applications, identifying, and fixing bottlenecks that may arise from inefficient code.
• Provide on-call technical supports to SKALA and local government during application testing, usage, maintenance, and modification.
• Working to defined project plans and timescales in an agile environment, with the help of our provincial manager.
• Working with internal stakeholders to understand and resolve software problems independently, with minimal supervision.
• Preparing user manuals and conducting knowledge transfer of the developed portal to the Provincial Government.
• Provide on-call technical supports to SKALA and local government during application testing, usage, maintenance, and modification.
• Other tasks as requested by SKALA and the North Kalimantan government.

Other Duties

• Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
• Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

• Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
• Work may require long, and flexible hours as needed. Travel is based on need.

• System Integration with the SDPDN Portal, SDI, and Regional Portals
• Business Process for the E-Dataku Analysis Menu
• Business Process for Spatial Statistics

Relationship Management

This position will work closely and collaboratively with a range of stakeholders, including other program staff—particularly the Provincial Engagement Specialist (Data & Analysis)—as well as the DT Global corporate team and relevant external service providers. The role reports to the Provincial Lead – North Kalimantan.

Selection Criteria

Essential

• Bachelor’s or master’s degree in computer science, Information and Technology, or related field with minimum 7 years experiences.
• Experience with PHP or Python Framework and its ORM/raw SQL query . Able to write clean HTML,Python or PHP language.
• Experience with Java script, Python with Django atau FastAPI framework such as VueJS / ReactJS
• Experience in writing testable code – Unit/Integration/End-to-end testing
• Proficient understanding of code versioning in Git
• Familiarity with data management system like CKAN.
• Familiar with API integration
• Experience with CI/CD pipelines or using automation for the deployment process.
• Basic experience with Docker.
• Excellent skills and proven experiences in open-source system (LINUX or UNIX) programming.
• Excellent skills and proven experiences in software engineering and security system.
• Excellent interpersonal skills and written and verbal communication skills.
• Excellent problem-solving skills and ability to work both independently and as part of a team to achieve goals.
