Monitoring Report on the Implementation of Financial Relations Policies between the Central Government and Local Governments (HKPD) through Gender-Responsive Regional Transfers (TKD) for the 2023-2024 Fiscal Year

This Monitoring Report on the Implementation of Gender-Responsive HKPD Policies 2023–2024 presents the results of monitoring conducted by the Directorate General of Fiscal Balance of the Ministry of Finance, supported by SKALA, the Australia-Indonesia Partnership Program, in 8 provinces and 8 assisted districts/cities. Using a participatory and evidence-based approach, this report reviews the achievements, challenges, and opportunities for improvement in the use of Regional Transfers (TKD) to promote gender equality and social inclusion. The findings show variations in performance between regions, with good practices such as strong political leadership, cross-sectoral coordination, and local innovation, while also identifying weaknesses in human resource capacity, coordination, and the availability of gender-disaggregated data. This report recommends strategic steps for the central and regional governments to strengthen TKD policies and governance that are more responsive to the needs of vulnerable groups, for fair and sustainable development.
