Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role

The Provincial Monitoring, Evaluation, Research and Learning (MERL) Coordinator (Aceh) will work under the guidance of the Provincial Lead – Aceh and as part of the Performance and Learning (P&L) team to ensure consistent and high-quality implementation of SKALA’s monitoring, evaluation, research and learning (MERL) system. The Provincial MERL Coordinator will be based in Banda Aceh to support all aspects of MERL for Aceh province. He/she will work with the subnational program team and the P&L team to ensure SKALA’s MERL is a key part of the program’s annual planning, implementation, learning and adaptation cycle.

About You

Specific Responsibilities

MEL Annual Workplan Development

  1. Facilitate the subnational team to identify evidence gaps and information needs in relation to program progress, outcomes and lessons learned to develop the annual provincial MEL work plan.
  2. Collaborate with subnational team and Jakarta MERL team to secure the resources and support needed to implement the agreed MEL plan and nationally managed research activities. 
  3. Regularly consult with Provincial Lead and Jakarta MEL team to ensure high quality MEL processes and products, in accordance with internal requirements and DFAT standards for evidence.

MEL Annual Workplan Implementation

  1. Prepare quality terms of reference, guidelines and instruments for MEL data collection activities.
  2. Conduct qualitative or quantitative data collection using various methods (e.g. Survey, Document review, Semi-structured Interviews, Most Significant Change Story, Outcome Harvesting)
  3. Effectively manage the collection, cleaning and storage of all provincial monitoring data in Aceh
  4. Coordinate with the subnational team to ensure required program monitoring documents are completed (e.g., after event report, evidence of completed outputs) and various MEL management information system modules are updated (progress log, issue log, indicator tracking table etc.)
  5. Under the guidance of MEL Jakarta team, analyse and synthesise multiple data sources to understand and draw conclusions on the changes/progress within the program’s sphere of influence – and the extent to which SKALA contributed to those changes.
  6. Present evidence synthesis to the Aceh provincial team and facilitate reflection processes to seek evidence-based consensus on demonstrated program contributions
  7. Provide all materials required for Jakarta Team to develop regular reports (e.g., six monthly reports to DFAT and regular/quarterly program update to GOI) and prepare provincial progress summary reports.
  8. Facilitate internal program reflection and learning session with the provincial team and co-develop recommendations for future program adaptation.
  9. Continually promote evidence-based reflection among provincial team members. 

MERL Capacity Building and Learning

  1. Promote learning culture where program teams and individual staff can share openly both successes and learnings for continuous improvement.
  2. Collaborate with Jakarta MEL team to identify M&E professional development needs at the provincial level
  3. Coordinate with MEL team and KMP team in Jakarta office to support learning and knowledge sharing sessions to share good practice examples between provinces and to encourage cross-thematic collaborations.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.  

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Relationship Management

This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers. The position will report to the Provincial Lead Aceh.

Selection Criteria

You will be a motivated and proactive monitoring and evaluation adviser with the right combination of great project administration and operations, teamwork, and a commitment to technical excellence.

Essential

  • Bachelor/Postgraduate qualifications in social sciences, evaluation, management, public policy, or other relevant discipline (research and methodological experience encouraged).
  • At least 7 years’ experience for Bachelor or 6 years’ experience for Postgraduate in MEL on a large program
  • Demonstrated prior experience in identifying and developing M&E frameworks, work plan, and coordinating MEL resources and activities
  • Extensive experience and skilled in qualitative data collection techniques (e.g., Survey, Most Significant Change Story, Outcome Harvesting, Contribution Analysis, Case Studies, Success Case Methods, etc)
  • Demonstrated experience in qualitative data analysis and synthesis as well as report write up.
  • Demonstrated experience supporting MEL related capacity development on programs, both directly to fellow team members and GoI partners and stakeholders.
  • Ability to manage competing tasks and work independently and to tight deadlines
  • Demonstrated ability to communicate with a wide range of stakeholders from diverse backgrounds.
  • Excellent verbal and written communication skills in Indonesian. English language skills will be viewed favourably

Preferred

  • Database management skills and experience.
  • Experience facilitating learning processes.
  • Knowledge and awareness of the different needs of traditionally disadvantaged population groups, such as women, the elderly, ethnic minorities and people with disabilities or special mobility needs.
