One Data Aceh: Improving Basic Services and Data-Driven Governance

The Provincial Government of Aceh has introduced the Aceh One Data Portal (satudata.acehprov.go.id), an integrated platform designed to strengthen data governance and enhance the delivery of inclusive basic services. The portal centralises government data and serves as a primary reference for data-driven planning and decision-making. Its launch on 29 April 2025 at Anjong Mon Mata in Banda Aceh also reaffirms the province’s commitment to greater transparency, improved inter-agency coordination, and evidence-based development planning. 

The initiative is grounded in a strong regulatory framework. At the national level, it aligns with Presidential Regulation No. 39 of 2019 on One Data Indonesia and Ministry of Home Affairs Regulation No. 5 of 2024, which guide subnational data management. At the provincial level, Aceh Governor Regulation No. 24 of 2022 sets out data governance standards, defines the roles of data producers and coordinators (Walidata) and establishes a data-sharing mechanism between government institutions. 

Breaking Data Silos through Stronger Coordination  

The launch of the Aceh One Data Portal is an important step in bringing together data that was previously scattered across various government agencies. This integrated platform will improve coordination across all levels of government in terms of how data is used. It also provides access to statistical and geospatial data, enabling the development of more responsive and inclusive policies based on accurate, up-to-date information. 

New datasets are being added continuously, particularly in key sectors such as health, education, and the economy. In addition to providing access to data, the portal features interactive dashboards, visualisations, and articles based on data modelling designed to support policy analysis, program design, and further research. 

“This is just the beginning. We will continue improving and aligning our efforts to meet development goals, such as reducing unemployment and poverty, and enhancing the quality of education and healthcare services,” said Aceh Governor Muzakir Manaf. 

The implementation of Aceh’s One Data involves collaboration between provincial, district/city governments, as well as with vertical ministries and agencies. Aceh Provincial Secretary M. Nasir emphasised the importance of consistent commitment and coordination across institutions to ensure that data becomes an integral part of planning and decision-making. 

The Aceh One Data Portal is also fully integrated with Indonesia’s national One Data platform for stronger alignment between local and national data systems. This integration enhances consistency and broadens public access to government information. Data is updated regularly to maintain accuracy, relevance, and usefulness. 

“This portal supports strategic decision-making by providing reliable, up-to-date data that aligns with Aceh’s vision of becoming Islamic, advanced, dignified, and sustainable,” said Head of the Aceh Communication, Informatics, and Encryption Agency (Diskominsa) Marwan Nusuf. 

Strengthening Local Data Systems Through Collaboration 

The development and implementation of the Aceh One Data Portal have been supported by SKALA, an Australia–Indonesia partnership program focused on accelerating the delivery of basic services. In collaboration with Diskominsa, SKALA has helped build the capacity of government staff in data collection and management. To date, more than 250 civil servants from 23 districts and cities in Aceh have participated in training and mentoring activities to improve the use of data in planning processes. 

The partnership also supported the mapping and publication of over 3,300 datasets through the Open Data Aceh Portal, to expand public access to government data. At the village level, data systems have been enhanced through the development of the Gampong Information System (SIGAP 1.75), which now covers 47 percent of Aceh’s population and integrates village-level data with citizen feedback mechanisms. 

Minister-Counsellor for Governance and Human Development at the Australian Embassy in Jakarta, Hannah Derwent, expressed her appreciation to the Aceh Government for its efforts in strengthening the data system through the development of the Aceh One Data Portal and the Village Information System (SIGAP).  

“We appreciate the leadership of the Aceh Government in building the Aceh One Data Portal and SIGAP platforms. These are tangible results of the government’s strong commitment, technical capacity, and remarkable political will.”  

These efforts highlight the importance of coordinated and well-managed data systems in enabling more responsive and accountable governance. Beyond improving data access, the portal reflects a broader shift towards integrating data and evidence into policy development and implementation.
