Optimizing the Updating of the National Socio-Economic Single Data (DTSEN) for Inclusive Basic Services: Lessons from Regsosek Implementation in the Regions

This policy brief discusses optimizing the updating of the National Socio-Economic Single Data (DTSEN) to achieve more inclusive basic services, by referring to lessons learned from the implementation of Regsosek in various regions. Through Presidential Instruction No. 4 of 2025, DTSEN is designed as an integration of various socioeconomic data systems to provide more accurate and disaggregated information. However, the updating process faces a number of challenges, such as the lack of regulations, limited human resources, lack of incentives, and access and financing constraints in remote areas. Therefore, this brief provides policy recommendations that include improving governance design, harmonizing regulations across institutions, increasing human resource capacity, regulating data access rights, providing incentives, and providing mentoring services at the village level, so that DTSEN can truly support targeted decision-making in efforts to alleviate poverty and improve community welfare.
