Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups 

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
Data Analyst will assist SKALA and its government counterparts, especially MOHA by providing expertise and technical input on data management using SIPD (Sistem Informasi Pemerintahan Daerah) and other system development as assigned by MOHA. The Consultant will be supporting the development of analysis modules in the system including socio-economic database/Regsosek and other standardized data source. The Consultant will also support the development of national policy and guidelines to ensure local governments utilize data in planning and budgeting as well as service provisions.   To ensure coherence and synergy, The Consultant is required to work collaboratively with GEDSI and PFM & MSS team, at national and sub-national.​

About You

Specific Responsibilities        

  • Provide technical input to collate data and conduct technical analysis on the dataset, including concept and definition, methodology of data collection and source of data.  
  • Provide technical input on guideline as reference for central and sub-national governments for organizing data to ensure data is accurate and high quality, especially data on women, disabilities, and vulnerable and their needs (GEDSI). 
  • Provide technical expertise and work closely with SKALA-GEDSI team to identify and interpret pattern and trends on specific GEDSI data to ensure data on women, disabilities and vulnerable individual and their needs are available and accurate. 
  • Provide technical input to national and sub-national regulatory and policies frameworks ensuring coherence and synergy related to GEDSI data integration and utilization. 
  • Provide technical facilitation to MOHA-PUSDATIN and other component within MOHA, as well as other ministries, especially BAPPENAS on the discussion on dataset analysis for SIPD-SEPAKAT integration. 
  • Provide technical facilitation to MOHA-PUSDATIN and sub-national government on the discussion on dataset analysis for SIPD-Sectoral and basic services data system integration. 
  •  Other tasks as requested by SKALA.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need (other options: travel is not required, or occasional travel).

Deliverables

  • Technical analysis report on dataset, including SIPD Data, E-walidata, E-database, micro data, etc. 
  • Guidelines and documented process of consultation 
  • Documented input to implementation of SDPDN and SIPD Hub guidelines, action plan, etc. 
  • Report on GEDSI data analysis and utilisation in the planning process, i.e. RPJMD, Renstra, RPJMDes, RKPD, etc 
  • Documented input on the system integration and analysis performance, i.e. SIPD-SEPAKAT, etc.
  • Documented process of policy and guidelines development for SIPD-SEPAKAT operationalisation. 
  • Frequently asked questions and answers for SEPAKAT-SIPD users

Relationship Management

The role will be working closely with the Data and Analytics team and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. 

Selection Criteria

Essential

  • Master’s degree in Sociology with a minimum of 10 years’ experience in research, data science, data analyst, including familiarity with SIPD-MOHA 
  • Experienced on One Data Implementation, including in facilitating development of Regional One Data action plan and policies/regulation related. 
  • Technical proficiency regarding database design development, data models, techniques for data mining, and segmentation. 
  • Proficiency in statistics and statistical packages like Excel, SPSS, SAS to be used for dataset analysis 
  • Adept at using data processing platforms  
  • Excellent interpersonal skills and written and verbal communication skills. 
  • Excellent problem-solving skills. 
  • Ability to work both independently and as part of a team to achieve goals.

Preferred

  • Experienced working with Government of Indonesia 
  • Experienced working on community development projects involving government and development partners, especially related to social protection for people with disabilities.
