Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua (Papua, Papua Barat, Papua Barat Daya, Papua Tengah, Papua Selatan, Papua Pegunungan). In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and Gender Equality, Disability, and Social Inclusion.

The Role

​​The Strategic Communications Lead will be responsible for leading communication efforts and activities to promote SKALA achievements and the Indonesia-Australia bilateral partnership more broadly, as well as supporting the implementation of the Program’s Communications and Stakeholder Engagement Strategy. 

​The Strategic Communications Lead will work closely with SKALA’s Implementation and Monitoring, Evaluation, Research and Learning (MERL) & Performance teams, be accountable to the Director of Knowledge Management & Partnerships for all outputs. The Strategic Communications Lead will ensure that the Strategic Communications work plan aligns with DT-Global, DFAT and best practice principles and policies.

About You

Specific Responsibilities

  • Implement SKALA’s Communication and Stakeholder Engagement Strategy, in close coordination with the SKALA Implementation and MERL & Performance teams and in line with the SKALA Work Plan. Support SKALA’s teams with communication strategies and materials that ensure consistent messaging and alignment with program objectives. 
  • Foster strong partnerships with key stakeholders, including government agencies, civil society networks, universities and influencers so they are informed and engaged in SKALA’s initiatives. 
  • Lead the creation of high-quality products that communicate the achievements of SKALA and its stakeholders in compelling and useful ways, including but not limited to infographics, stakeholder stories, fact sheets, presentations, newsletters, social media posts, etc, in both English and Bahasa Indonesia for diverse audiences. Manage the production of communications materials, including editorial direction, design, and quality control, ensuring that all outputs meet SKALA’s standards and objectives. 
  • Lead the dissemination of such products through a variety of multimedia platforms to reach SKALA’s diverse stakeholders, development partners, and the public, where relevant. Ensure the inclusion of visual products, such as photos and videos, in SKALA’s communications to enhance storytelling and create a lasting impression on audiences. 
  • Lead strategic engagement with media by organizing press briefings, facilitating media site visits and coordinating media coverage of SKALA-supported activities.  
  • Plan and execute strategic events, in line with SKALA’s communication goals, to amplify the narratives of SKALA’s stakeholders. 
  • Build the capacity of SKALA staff and stakeholders through training and mentoring on strategic communications, equipping them to communicate effectively about improving basic service delivery in Indonesia. 
  • Monitor and measure the impact of communications efforts and gather feedback and data to refine strategies and improve the effectiveness of outreach. 
  • Ensure consistency of all SKALA publications with DFAT branding guidelines.

Reporting 

  • Responsible for supporting the delivery of the Knowledge Management & Partnerships team reporting requirements.  
  • Provide support and technical input into relevant products developed by the Knowledge Management & Partnerships team. 
  • Develop quality products to a professional standard and deliver documentation, work plans and other reporting requirements in a timely manner. 

People Management 

  • Provide support to the Director of Knowledge Management & Partnerships to ensure the team’s activities are undertaken as per work plan, on time, of good quality, within budget and compliant with relevant manuals, policies and procedures. 
  • Responsible for setting performance goals and ongoing support to direct reports. 
  • Undertake regular performance monitoring; provide appropriate performance feedback; and, if needed, initiate and manage Performance Improvement Plan for direct reports. 

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. 
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA. 

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. 
  • Work may require long, and flexible hours as needed. Travel is based on need.     

Relationship Management

​​The Strategic Communications Lead will work closely with SKALA’s implementation and MERL & Performance teams, and the DT Global communications corporate team. This position will report directly to the Director of Knowledge Management & Partnerships.​

Selection Criteria

Essential

  1. Master’s degree or higher in related field (Mass Communication, Journalism, Public Information, Public Relations, or similar). 
  2. Minimum of 12 years’ experience with a proven track record in implementing communications on international development programs (preferably DFAT-funded programs), including the use of various tools. Skills in monitoring and measuring the impact of communication efforts to refine strategies. 
  3. Ability to work collaboratively and effectively as part of a large team in a supporting role. Proven ability to work within a dynamic team environment as well as self-driven with the ability to work independently to meet deadlines. 
  4. Strong interpersonal and negotiation skills, including experience liaising with a broad range of stakeholders, from government stakeholders at national and subnational levels through to civil society organisations and academia. 
  5. Excellent verbal and written communication skills in English and Bahasa Indonesia, including experience in preparing talking points, speeches, briefing notes, and inputs for printed and electronic media. 
  6. Flexibility, creativity, and ability to maintain a rapid and demanding pace of work. 
  7. Experience in building the capacity of staff and stakeholders through training and mentoring on strategic communications. 
  8. Strong media network with media management experience with proven track record. 
  9. Ability to leverage multimedia platforms and visual products (e.g., photos, videos) for effective storytelling and audience engagement

Preferred 

  • Experience in close coordination with government counterparts at Bappenas, the Ministry of Home Affairs and the Ministry of Finance. 
  • Knowledge of DFAT guidelines.
