Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
Senior Training Specialist will be providing skills and expertise to support the design of training and develop training curricula and modules including in supporting the implementation of training on the utilisation of disaggregated data into planning budgeting processes and program targeting at local level. To ensure coherence and synergy, The Consultant is required to work collaboratively with GEDSI and PFM & MSS team, at national and sub-national.

About You
Specific Responsibilities
- Conduct review and analysis on current capacity building design that optimized used of learning management system, SEPAKAT Edu.
- Provide technical input to revise the training design including training curricula and modules on the use of SEPAKAT in the planning budgeting processes.
- Provide technical input to enhance the implementation of training of trainers and training to local governments on the use of SEPAKAT in the planning budgeting processes, including materials for the training on the integrated systems, i.e. SEPAKAT-SIPD (e-walidata, e-database, etc.)
- Provide technical input on the design of scaling out the use of SEPAKAT Edu as training platform on the use of SEPAKAT for local planning budgeting processes.
- Provide technical input to the guidelines on the implementation of capacity building to local governments and villages and the use of LMS-SEPAKAT Edu.
- Provide technical input on the improvement of SEPAKAT Wiki as part of reading materials in the capacity building for the use of SEPAKAT system.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- Finalization Learning Management of SEPAKAT Edu and handover to Bappenas.
- Finalization and Documented input on the sustainable capacity support to local and village governments, including the curriculum/guidelines/manuals/video/materials and handover to Bappenas.
- Documented input on the guidelines on the implementation of capacity building, including training to local and village governments.
- Documented input of the scheme and guideline for the integration training of SEPAKAT – SIPD (e-walidata and e-database).
- Documented input to SEPAKAT Wiki improvement.
- Documented consultation, workshops, meetings, and discussions related to the capacity building activities on the use of Regsosek/Socio-economic data through SEPAKAT.
Relationship Management
The role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead.
Selection Criteria
Essential
- Master’s degree in Economic, Social Science, or relevant subject with more than 15 years experiences, and or has certified in social development and or training methodology with at least 15 years experienced on capacity development related programs.
- Experienced on assisting government counterpart in design and implementation of village government training program.
- Experienced in development of training curriculum and modules and training implementation, especially on the use of digital system for local governments.
- Experienced in assisting government to design training evaluation and capacity assessment.
Preferred
- Experienced working with Government of Indonesia
- Experienced working on community development projects involving government and development partners, especially related to social protection for people with disabilities.
