Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role

Data Analyst (Quality Assurance) will assist SKALA and its government counterparts, especially BAPPENAS by providing expertise and technical input on data analysis and management that will support SEPAKAT application and SKALA in general. The Consultant will be supporting the improvement on analysis modules in SEPAKAT using various data including REGSOSEK and other village-based data source. The Consultant will also support the development of analysis between different system applications to support national and local governments planning and budgeting and local service delivery.

About You

Specific Responsibilities

  1. Manage and analyse large survey datasets: Provide expertise in managing large survey datasets, including Susenas, Sakernas, and Podes, to extract relevant information, clean and transform data, and perform statistical analyses.
  2. Perform analytical skills to interpret data, identify trends, patterns, and correlations, and generate actionable insights for different sets of data including Regsosek, Susenas, Sakernas and Podes. Apply statistical methods to draw meaningful conclusions from these datasets.
  3. Conduct data quality assurance and quality control in SEPAKAT application regularly to ensure data presented of highly standard and can be utilized fully.
  4. Create visually appealing and informative data visualizations using tools like Tableau or other data visualization packages to present findings and insights meaningful to facilitate decision making in national and local planning, budgeting and local service delivery.
  5. Provide technical expertise and work closely with SKALA-GEDSI team to identify and interpret pattern and trends on specific GEDSI data to ensure data on women, disabilities and vulnerable individual and their needs are available and accurate.
  6. Provide technical input to national and sub-national regulatory and policies frameworks ensuring coherence and synergy related to GEDSI data integration and utilization.
  7. Provide technical facilitation to BAPPENAS on the discussion on dataset analysis for SIPD-SEPAKAT integration.
  8. Work collaboratively with programmers to identify process improvement opportunities, propose system modifications, and data governance mechanism that will ensure GEDSI data are accessible. 
  9. Other tasks as requested by SKALA.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.
  • Undertake other duties as required by the Program

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

  1. Technical analysis report on dataset, including REGSOSEK, Susenas, Sakernas, Prodeskel, Podes, and Siskeudes and sectoral data
  2. Developed analysis modules for SEPAKAT system/app to include Regsosek data analysis
  3. Guidelines and documented process of consultation
  4. Report on GEDSI data analysis and utilisation in the planning process, i.e. RPJMD, Renstra, RPJMDes, RKPD, etc
  5. Improved the integration between SEPAKAT, SIPD and SIKD application 
  6. Input to Regsosek data interoperability strategy and mechanism and run various exercises for data matching and data checking
  7. Input to Regsosek monitoring and updating processes
  8. Frequently asked questions and answers for SEPAKAT and SIPD

Relationship Management

This role will be working closely with SKALA Implementation team and with government counterpart, especially Bappenas, MOHA and MPF. This position will report to Digital Planning and Capacity Development Senior Manager, under overall supervision of DNA Lead.

Selection Criteria

Essential

  1. Bachelor degree in Economy, Development Study, Statistics with a minimum of 7 years’ experience in data analysis, research, data science including for its utilization in local planning and budgeting
  2. Proficient in data processing tools: Demonstrate fluency in various data processing tools such as Microsoft Excel, Stata, SAS, R, or Python. Leverage these tools to manipulate and transform data, conduct exploratory data analysis, and implement statistical models.
  3. Technical proficiency regarding database design development, data models, techniques for data mining, and segmentation.
  4. Proficiency in statistics and statistical packages like Excel, STATA, SPSS to be used for dataset analysis
  5. Adept at using data processing platforms 
  6. Excellent interpersonal skills and written and verbal communication skills.
  7. Excellent problem-solving skills.
  8. Ability to work both independently and as part of a team to achieve goals.

Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
