Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanagh Papua. The Role
Under direct supervision of Provincial Office Coordinator – Kalimantan Utara, the Driver/Messenger is responsible for the vehicle safety including the passenger and all tools and equipment in the car. The Driver/Messenger will support the Provincial Office Coordinator – Kalimantan Utara with various duties depending on the business office environment. The position may involve working after hours, weekends and holidays (subject to overtime payment).

About You
Specific Responsibilities
- Drive office vehicles safely and cautiously for transporting authorised staff/personnel and follow all relevant road rules and regulations.
- Responsible for the vehicle safety including the passenger and all tools and equipment in the car.
- Responsible for looking after the vehicle, such as checking the vehicle condition, engine oil, gasoline, car battery, the brakes and keep the vehicle clean all the time.
- Accurately maintain the vehicle log sheet to record vehicle usage.
- Assist the Provincial Office Coordinator for payment of monthly office bills such as electricity, water, office phones – landline and mobile phones.
- Collect and distribute official letters and other documents.
- Assist the provincial team when the need arises.
- Work after hours, weekends and holidays (subject to overtime payment).
- Undertaking other duties as required.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need (other options: travel is not required, or occasional travel).
Relationship Management
The Provincial Driver/Messenger – Kalimantan Utara will work closely with other provincial staff, Provincial Finance Coordinator, Implementation team at provincial office and Travel Coordinator in Jakarta Office.
Selection Criteria
Essential
- Have a current and valid driving license with no history of major driving offences.
- High school graduate/equivalent with minimum 3 years of experience working as a driver for multi-purpose vehicles (MPV).
- Able to follow verbal directions, read maps and GPS, and follow traffic signs and rules.
- Familiar with locations of key establishments (government offices, airport, major hotels) within and around the city.
- Capable of undertaking minor repairs for the vehicle.
- Physically fit to sit for long hours as part of daily routine and to do occasional heavy lifting.
- Able to work after hours, at weekends and on holidays (subject to overtime payment).
- Have a helpful and courteous attitude; Honest, diligent, punctual and responsible as well as capable of working as a team.
Preferrable
- Ability to communicate in basic English will be an advantage.
- Basic knowledge of operating a laptop/computer.
Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
