Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

The Role
The Provincial Government Adviser (Adviser) will be responsible for providing technical inputs and assistance to the SKALA’s NTT provincial team to support engagement with program stakeholders at provincial and district levels in the areas related to local planning and public finance management relevant to SKALA’s scope of support.  Working closely with other SKALA team members, and reporting to the Province Lead, the Adviser is expected to engage, with and provide support to, relevant government stakeholders of NTT Province and SKALA-assisted district governments.

About You

Specific Responsibilities

The key roles and responsibilities of the position are to provide the following:

  • Provide technical inputs and assistance to Provincial Government of NTT and SKALA-assisted district governments to ensure the integration of Minimum Service Standards (MSS) and the mainstreaming of GEDSI in local planning and budget documents such as long-term and medium-term development plans (RPJPD and RPJMD) and, annual development plans (RKPD) and budget documents particularly RKA and KUAPPAS documents).
  • Provide input to NTT Provincial Government and SKALA-assisted district governments to strengthen spending priorities and quality in the basic service sectors in accordance with the Minimum Service Standards (MSS).
  • Provide technical inputs and assistance to NTT Provincial Government and SKALA-assisted district governments for improved MSS and GEDSI reporting, including improved data management (from production to reporting), and budget tagging in relevant government planning and reporting systems (SIPD RI, SIKD, etc.)
  • Provide technical inputs and assistance to Provincial Government of NTT and district governments to optimize local revenues, including analytics and development of local policies and regulations (on tax and retribution) and possibly other form of assistance such as improving outreach and compliance for tax collection, etc.
  • Provide technical inputs and assistance to Provincial Government of NTT to strengthen its roles in performing assistance and oversight (Binwas) to district governments in relevant areas – including integration of MSS and mainstreaming of GEDSI in planning and budget documents and other relevant emerging areas of support that may arise from engagement with government stakeholders.
  • Provide technical inputs and assistance to NTT Provincial Government and SKALA-assisted district governments for improved data governance – including sectoral data, one data forum.
  • Prepare papers, including policy briefs and other relevant documents as required for policy advocacy purposes, etc.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need (other options: travel is not required, or occasional travel).

Deliverables

  • Technical input report for Public Finance Management for provincial government (planning, budgeting, support for local revenue)
  • Technical input report for Data and analysis for NTT Satu Data
  • Technical input for GEDSI implementation for NTT Province
  • Technical input for Implementation of Minimum Service standard (SPM)

Relationship Management
This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers. The position will report to the Province Lead NTT.  

Selection Criteria

Essential

  • Master level degree or higher in economics, public finance, public administration, regional planning, or other relevant fields.
  • At least 10 years of relevant experience in policy implementation reform activities on decentralization, regional development, governance, Public Finance Management, public service delivery, and other relevant fields.
  • Deep knowledge of political, economic, and social situations and issues related to governance and public service delivery of the province and districts.
  • Demonstrated extensive knowledge of Indonesian and subnational regulatory frameworks related to decentralization, local governance, and public service delivery.
  • Ability to work in a team of dedicated professionals in a challenging and fast-paced environment, with high written and verbal communication skills (in Bahasa Indonesia and English) and a high degree of integrity and adherence to ethical standards, including respect for diversity and gender.

Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
