Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

• Pillar 1: Stronger national level enabling environment for sub-national service delivery
• Pillar 2: Better sub-national governance for service delivery
• Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

The Role

Junior Database Engineer will assist SKALA and its government counterparts, especially BAPPENAS by providing expertise and technical input on building and maintaining data systems that will support SEPAKAT database. The Consultant will construct datasets, build infrastructure for extraction, transformation and loading of data from various data sources including REGSOSEK to support SEPAKAT analysis modules and data integration process. The Consultant will also support in the applying machine learning to SEPAKAT predictive model and other systems such as SIPD and SIKD when necessary.

About You

Specific Responsibilities

1. Assembly large survey datasets: utilize expertise in managing large survey datasets, including Susenas, Sakernas, Podes, Regsoek and other relevant data to extract relevant information, clean and transform data, and perform statistical analyses.
2. Identify, design and implement infrastructure for scalability, optimize data delivery and automating manual processes.
3. Build required infrastructure for extraction, transformation and loading of data from various data sources using SQL technologies.
4. Designing and developing machine learning systems, implementing appropriate ML algorithms to support SEPAKAT and its integration with other systems such as SIPD and SIKD
5. Perform analytical skills to interpret data, identify trends, patterns, and correlations, and generate actionable insights for different sets of data including Regsosek, Susenas, Sakernas and Podes. Apply statistical methods to draw meaningful conclusions from these datasets.
6. Conduct data quality assurance and quality control in SEPAKAT application regularly to ensure data presented of highly standard and can be utilized fully.
7. Provide technical expertise and work closely with SKALA-GEDSI team to identify and interpret pattern and trends on specific GEDSI data to ensure data on women, disabilities and vulnerable individual and their needs are available and accurate.
8. Provide technical input to national and sub-national regulatory and policies frameworks ensuring coherence and synergy related to GEDSI data integration and utilization.
9. Provide technical facilitation to BAPPENAS on the discussion on dataset analysis for SIPD-SEPAKAT integration.
10. Work collaboratively with programmers to identify process improvement opportunities, propose system modifications, and data governance mechanism that will ensure GEDSI data are accessible. 
11. Other tasks as requested by SKALA.

Other Duties

• Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
• Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
• Proactively identify and report risks and manage risks within your level of accountability.
• Undertake other duties as required by the Program

Job Requirements

• Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
• Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

1. Technical analysis report on the infrastructure of database that is used in SEPAKAT and other systems such as SIPD and SIKD
2. Technical input on infrastructure for extraction, transformation and loading of data for SEPAKAT
3. Machine learning models for optimizing SEPAKAT utilization to support local government planning and budgeting process including improvement of local service delivery
4. Technical input on Regsosek interoperability mechanism and run various exercises for data matching and data checking
5. Guidelines and documented process of consultation
6. Report on GEDSI regarding data analysis and utilisation in the planning process, i.e. RPJMD, Renstra, RPJMDes, RKPD, etc
7. Improved the integration between SEPAKAT, SIPD and SIKD application 
8. Input to Regsosek monitoring and updating processes
9. Frequently asked questions and answers for SEPAKAT and SIPD

Relationship Management 

The role will be working closely with the Data and Analytics team and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. 

Selection Criteria

Essential

1. Bachelor degree in Information System, Statistics, with a minimum of 5 years’ experience in database, data analysis, information system, research, data science, machine learning including for its utilization in local planning and budgeting processes
2. Proficient in data processing tools: Demonstrate fluency in various data processing tools such as Microsoft Excel, Stata, SAS, R, or Python. Leverage these tools to manipulate and transform data, conduct exploratory data analysis, and implement statistical models.
3. Technical proficiency regarding database design development, data models, techniques for data mining, and segmentation.
4. Proficiency in statistics and statistical packages like Excel, STATA, SPSS to be used for dataset analysis
5. Adept at using data processing platforms 
6. Excellent interpersonal skills and written and verbal communication skills.
7. Excellent problem-solving skills.
8. Ability to work both independently and as part of a team to achieve goals.

Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
